From an ISM perspective, cargo securing issues may point to weaknesses in the safety management system, such as gaps in procedures, training, supervision or risk assessment. These should trigger a review of practices, root cause analyses and corrective actions, especially if deficiencies are repeated or systemic. For PSC, such deficiencies are treated seriously and may lead to delays, restrictions or detention. They can result in more detailed inspections and further ISM-related follow-up.
